TEMPORARY EMPLOYMENT REGISTERS

TRAINEESHIPS AND APPRENTICESHIPS

Contracted Services Provided
The Group Employment Organisations listed below have received approval from the Commissioner for Public Employment (CPE) to operate temporary employment registers for the direct recruitment of Trainees or Apprentices throughout the State for the Tasmanian State Service.

These temporary employment register approvals are for a period of twelve months commencing 13th February 2001 and a fee for service arrangement has been established with each of the organisations.

The services to be provided by these organisations as part of this contractual agreement are as follows:

• Establishing and maintaining the relevant temporary employment register for the direct recruitment of Trainees and Apprentices in accordance with the Employment Instructions established by the CPE.
• Merit based ranking of applicants on the register is to be undertaken at least annually.
• Responding to an Agency request for a short list of referred applicants (Agency to advise the number required) from the Register that best match the selection criteria outlined or position description provided by the Agency.
• Completion of the registration documentation for Tasmanian State Training Authority and liaise with the nominated Registered Training Provider in conjunction with the Agency.
• Provision of advice and assistance in the completion of the necessary documentation for the Agency to receive any Commonwealth incentive funding throughout the Traineeship.
• Advising unsuccessful candidates of their non-selection.
• Providing quarterly operational and statistical reports to the CPE when required.

Agencies may choose to recruit a Trainee or Apprentice from any of the four organisations listed below that have been approved to operate a temporary employment register on behalf of the State Service.

The Commissioner's approval to establish and maintain these temporary employment registers for Tasmanian State Service Agencies is based on the following protocols:

Employment Register Protocols

• The Commissioner for Public Employment approval of the registers.
• These registers are to be open to all potential employees at no cost to the applicants.
• The selection /valuation criteria to be used in determining a short list of traineeship/apprenticeship applicants for referral to Agencies is to be based on an applicants:
  • Skills, Abilities and Suitability;
  • Qualifications, Training and Competencies;
  • Relevant personal qualities;
  • Demonstrated potential for further development;
  • Ability to contribute to a team performance.
• Minimum re-advertising (every 6 months) of the temporary employment register to inform possible applicants of its existence and process of registering. The Commissioner for Public Employment will arrange for six monthly advertising. Where appropriate registers can be advertised more regularly if required by Agencies.
• Potential employees that are listed on temporary employment registers are to be merit ranked at the time of placement on a register. This is to ensure that the most competent person is selected for each position.
• Reassessment of applicants, merit ranking on the register should occur at least annually.
• Applicants who are considered not suitable for inclusion on a register are to be notified.
• Selection decisions must be documented.
• Tasmanian State Service employees are eligible to respond to advertisements for employment registers.
